We were the ECI/ESC Lead for these two projects to upgrade three culverts to facilitate a fish-bearing stream passage improvement to include agency coordination, team management, and environmental compliance. OEI prepared permit documentation to include Environmental Protection Plan to include TESC/Site Plan & Narrative, Stream Diversion/Size Sump Pump for WSDOT approval, SPCC Plan, Work Plan for Environmental Sensitive Work Area and Fugitive Dust Control Plan & Water Quality Monitoring Assurance Project Plan to support federal, state, and local permitting compliance (e.g., Corps Section 404 permit, Ecology 401 water quality certification); Prepared two access plan for truck traffic to enter and exit SR305 for WSDOT approval before start work and quality control review to ensure all environmental commitments were met. OEI Staff Role, Hank & Bayo were Environmental Compliance Inspectors (ECI)/ESC Lead and Sam was the Environmental Manager (ECM).
